This position is responsible for designing, developing, and optimizing advanced ServiceNow solutions across multiple modules, including the Public Sector Digital Services (PSDS) application.
In addition to hands-on development, the Senior Developer will guide the technical direction of ETS's ServiceNow platform, mentor junior developers, conduct code reviews, and establish best practices to support long-term platform sustainability and internal capability growth.
This role directly supports ETS's strategic objective to enhance service delivery, optimize IT operations, reduce third-party dependencies, and build internal expertise within the ServiceNow ecosystem. 9 Key Responsibilities Platform Development & Enhancement
Design and develop custom and complex ServiceNow solutions aligned with public sector service delivery goals.
Lead and oversee the development and maintenance of scoped applications to automate workflows and integrate with third-party systems.
rchitect, implement, and optimize ITSM, ITAM, ITOM, SPM, IRM, HAMPro, and SAM modules.
Serve as the lead developer for the Public Sector Digital Services (PSDS) application, ensuring scalable, efficient, and maintainable code.
pply ServiceNow architectural best practices in code structure, security, performance, and data modeling.
Conduct code reviews, enforce development standards, and mentor junior developers in scripting and application architecture.
Collaborate with ETS's Project Management Office (PMO) and agency product owners to translate complex business requirements into scalable ServiceNow solutions.
Drive integration initiatives between ServiceNow and third-party systems or vendors, ensuring secure, reliable, and efficient data flow.
Implement and enhance Hardware Asset Management Professional (HAMPro) and guide the Software Asset Management (SAM) implementation roadmap over the next 12-18 months.
Ensure all development adheres to Agile/Scrum methodologies and ServiceNow DevOps best practices.
Documentation & Reporting
Create and maintain comprehensive documentation on all developed and implemented products, including:
Business rules, workflows, role assignments
Database mapping, table descriptions, and configuration settings
Ensure all documentation is version-controlled, current, and accessible to ETS staff for knowledge transfer.
Submit monthly progress reports detailing deliverables, risks, mitigation strategies, and key outcomes.
Participate in weekly meetings with the Enterprise Platform Manager and team to discuss priorities, blockers, and process improvements.
Log project hours using ETS's timekeeping system and support accurate billing reconciliation and financial reporting.
Leadership & Mentorship
Provide coaching, shadowing opportunities, and formal training to junior developers and ETS staff to uplift internal capability.
Establish and document development standards and best practices for the ETS ServiceNow environment.
Support ETS leadership in assessing team maturity and identifying skill gaps.
ct as a technical advisor to the Enterprise Platform Manager on platform strategy, module adoption, and long-term architecture.
Lead by example in implementing disciplined change management, testing, and documentation processes.
Collaboration & Governance
Work collaboratively with system administrators, PMO, and agency stakeholders to ensure high-quality solution delivery.
Partner with other vendors and third-party implementers as needed to manage dependencies, integration, and delivery timelines.

Promote adherence to ITIL practices, ensuring configuration and release management discipline.
Compliance & Security
Ensure all development complies with Wyoming OCIO Security Policies and Standards, including data handling and classification requirements.
Support ETS in identifying opportunities for enhanced security, data protection, and platform stability.
Contribute to risk assessments and recommend mitigation strategies related to ServiceNow operations. 10 Required Qualifications 5-7 years of ServiceNow development experience, including scripting, architecture, and complex module implementation.
Extensive experience with scoped application development, especially within the Public Sector Digital Services (PSDS) application.
Proven hands-on expertise across multiple modules: ITSM, ITOM, ITAM, IRM, SPM, HAMPro, and SAM.
Demonstrated success in leading ServiceNow development teams, performing code reviews, and establishing best practices.
Experience designing and implementing integrations between ServiceNow and external systems or data sources.
Familiarity with public sector or government agency environments and understanding of relevant compliance frameworks.
dvanced knowledge of ServiceNow scripting (JavaScript, Glide APIs, Flow Designer, UI Policies, Business Rules, and ACLs).
Solid understanding of Agile/Scrum methodologies, ServiceNow DevOps practices, and CI/CD pipelines.
Strong analytical, documentation, and problem-solving skills.
