We are currently seeking a Dispatcher I for the Wyoming Highway Patrol Dispatch Program in Cheyenne, Wyoming. A Wyoming Highway Patrol Dispatcher I is the entry-level WHP dispatch personnel. Formal classroom and on-the-job training introduce this unique career field to successful candidates, providing basic knowledge, fundamentals, and procedures needed in this position. WHP dispatchers provide the vital communications link between the public and emergency services utilizing a two-way radio system and extensive computer operation. With an emphasis on officer safety, WHP dispatchers also ensure law enforcement officers receive the necessary assistance and backup. WHP dispatchers require excellent interpersonal skills, good memory retention, and the ability to calmly and accurately process information under pressure. Work involves rotating shifts, weekends, and holidays.

Cheyenne is the capital city of Wyoming. It is home to Cheyenne Frontier Days, which is held over ten days centered around the last full week in July, is known as the largest outdoor rodeo and western festival in the world and the Cheyenne Frontier Days Old West Museum, with exhibits about early rodeos and artifacts like 19th-century passenger wagons. Wyoming is one of the few states with no state income tax.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • To be successful, employees must pass each phase of this training. Doing so requires extensive homework and independent study and guidance and advice from experienced trainers and colleagues.
  • Upon successful completion of the classroom portion of the training, a phone room training program begins. Upon successful completion of the phone room training, a radio training program begins.
  • Learn basic knowledge, fundamentals, and procedures of law enforcement dispatching.
  • Under supervision, completes on-the-job training, which involves actual workplace conditions that ensure the linkages between classroom knowledge and job performance skills.
  • Must develop an experience base that compliments the formal classroom training.
  • Upon completing the identified tasks and proper record documentation, the dispatcher must progress to a level where constant supervision is no longer required.
  • Performs the next level's duties but is in an evaluation status that determines if job performance is satisfactory and meets the requirements necessary to be promoted.

Preference may be given to applicants exhibiting highly desired attributes such good communication and people skills; attention to detail; good memory retention; familiarity with computers; and strong typing ability.

KNOWLEDGE:
  • Knowledge of basic law enforcement principles with emphasis on officer safety procedures and protocol.
  • Knowledge of the role and key components of all criminal justice agencies and the use of available resources (including wrecker companies, emergency services, and other support organizations.)
  • Knowledge of city, county, and state multi-jurisdictional boundaries and computerized mapping system.
  • Knowledge of codes, abbreviations, vernacular, and phraseology used in law enforcement.
  • Knowledge of policies, procedures, formats, and codes established by the FBI concerning the National Crime Information Center (NCIC) network.

PHYSICAL WORKING CONDITIONS:
  • Applicants must be able to work shifts, holidays, and weekends.
  • Applicants must be physically able to hear and record messages transmitted over radio, telephone, or similar devices.
NOTES:
  • FLSA: Non-Exempt
  • Candidates hired into this classification typically qualify to promote to a PSDI06 (Dispatcher II: $26.40 hourly) within two years.
  • Applicants must not have driving privilege suspensions within three (3) years of the test date.
  • Applicants will be subject to a thorough background investigation, including a credit check and psychological, polygraph, medical, and drug testing.
  • Applicants must pass an FBI fingerprint check and must not have any felony convictions or indictments.
  • Applicants must not have used marijuana within one (1) year of the test date.
  • Applicants must not have used any other controlled substance within three (3) years of the test date.
  • Must be a US Citizen.

  • Qualifying eligibility and criteria for the hiring bonus **
    • Temporary employees accepting a part time permanent position.
    • Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
    • One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, funds will be recouped from final pay.
    • Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
    • Employees would only be eligible for one (1) hiring bonus in a 12 month period.
    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
