The Proposal Manager leads the end‑to‑end proposal process for complex state and local government opportunities, translating client requirements into compelling, compliant solutions.This role manages proposals from opportunity identification through solution development, kickoff, review, and final submission, coordinating closely with internal technical teams to define approaches and develop proposal content. The Proposal Manager leads win themes and messaging, facilitates reviews with leadership, incorporates feedback, and ensures timely, high‑quality submissions.The role also partners with Sales, Service Delivery, Legal/Insurance, Governance, and Proposal Production teams, exercising independent judgment to resolve complex requirements and optimize proposal strategies across RFPs, RFIs, SOWs, task orders, and post‑submission requests. Exact compensation may vary based on several factors, including location, experience, and education.
